When the foreground is required, the camera will be positioned in a certain way to either point up or down without messing the camera level. This will need a special lens to be bought that will help you get the perfect camera level and position.
When buying the best digital camera to use for this work, you should look for the one with the biggest chip. You should also ensure that its ratio will be 1:1 to your lens. As you look for the camera lenses to buy, ensure you get the perspective control or the TS lenses type. If you fail to buy all of them at once, ensure that you first of all get the TS lenses of 24mm as they are very important to shooting these photos. Alternatively, you can look for the 1.4 tele-converter to use with your tilt shift lenses measuring 17, 24 or 35mm that will convert the focal lengths to be 24, 35 or 50mm.
You would also require having a great tripod to place your camera on as you take the shots. The best one is the heavy tripod that has a cable release to enable you lock the mirror in an up position which reduces vibration. A flat surfaced tripod would be great if you do not find the tripod head that comes with levels built in.
It is important to ensure that you get a level to help you in leveling your camera and tripod head.
